1.00 BRIEF INTRODUCTION:
Benue State was created on the 3
rd of February 1976, out of
Benue Plateau in the then twelve (12) state structures from
that part of Nigeria referred to as the Northern Region. It is
made up of twenty-three (23) local governments and is
occupied by three major ethnic groups namely; the Tiv
people, the Idoma people and the Igede people. The Tiv
people occupy fourteen (14) of the twenty-three (23), the
Idoma occupy seven (7) out of the twenty-three while the
Igede people occupy the remaining two (2) out of the
twenty-three (23).
1.02 Politically, the state is divided into three senatorial zones
namely; zone A, B and C. Zone A is made up of seven local
governments and occupied completely by the Tiv people;
zone B is also made up of seven local governments and is
completely populated by the Tiv people while zone C is
made up of nine local governments and is occupied by the
Idoma and the Igede people. Out of the twenty-three local
governments, we have a total of two hundred and
seventy six (276) Council wards.
1.03 Out of the two hundred and seventy six (276) Council
wards, zone A has One thousand, three hundred and
eighty nine (1,389) polling units; zone B has One
thousand, two hundred and eighty-six (1,286) polling
units while zone C has One thousand, one hundred and
sixteen (1,116) polling units.
1.04 The dominant political parties are the SDP, PDP, APC, APGA
and LP.
2.00 WHY WE HAVE CHOSEN TO RUN
2.01 The present leadership of the State is rudderless and has
not provided any purposeful leadership for the over Five
million (5,000,000) people of Benue State who are
hardworking and industrious and who have been richly3
endowed by God with vast Agricultural and mineral
potentials which have largely remained untapped and the
very few being developed are hopelessly wasted without any
economic benefit to a people who are proudly referred to as
the “Food basket of the Nation” but without one single
commercial farm to boast of. The potentials of the people of
Benue State in Agriculture, education, culture, sports and
administration have remained largely untapped, as only
feeble attempts have been made by past administrations in
tapping into this potentials.

2.02 Presently, the people are wailing and crying to heaven for
deliverance from the bondage of poverty and wastages
being foisted on them by the present administration which
has refused to pay staff salaries of state civil servants,
pensioneers, local government staffs and teachers running
into several months inspite of the huge capital receipts by
the state government from the Federal Government through
bail out grant, Paris club refund, statutory monthly
allocation, IGR and loans obtained by the government from
Banks running into tens of billions of naira etc.

2.03 I have therefore been mandated by God to embark on a
rescue mission to the State having regard to my pedigree
especially my wealth of experience in the civil service, labour
union movement, sports and youth movement as well as my
track performance in my law practice. This has placed me in
a pole position over and above other contestants from zone
B to which the Governorship seat has been zoned to.
3.00 MISSION
To restore the dignity of the Benue person and the State and
reposition the State to occupy her pride of place in the
comity of states that make up Nigeria and the international
community.

4.00 VISION
1. To bring about and entrench right principles and practices in
government administration through our core values of
exemplary leadership, integrity, service and enterprise.
2. To make Benue State a model of recovery among all the
Federating States in Nigeria in Rural and urban
development, economic, social and ethnic integration,
education and health, youth and sport, culture and tourism,
trade and financial management.
5.00 OUR GOALS
1. To restore the functionality of the State and local
government services by setting up and operating
appropriate structures for the running of Government and
thereby make Government accessible to people and the
people accessible by the Government; having regard to
the fact that it is the State and local government services
that drive state government policies without which no
government policy, no matter how plausible or beautifully or
wonderfully prepared can succeed.
2. To restore the dignity and the ‘Can Do’ spirit of the Benue
person which has been completely dampened or destroyed.
By introducing programs and projects that will enable
the Benue person fully express himself or herself in sync
with Global best practices.
3. To create an enabling environment through cooperation
with the various church bodies and international
development partners for the restoration and functionality of
our health and educational systems/infrastructure. 4. To lay a solid economic foundation for the state by
opening up the vast Agricultural potentials available in the
State through a syndicated Agricultural based
entrepreneurship programme for the teeming Benue

youths and also create room for local and foreign
development partners to invest in export based Agric sector
that will profit all persons involved in the agriculture value
chain. And also establish large Agricultural farms
(plantations) in each of the twenty-three local government
Areas in Benue State on the basis of the comparative
advantage for each local Government.

4. WORK EXPERIENCE
I rose through the ranks within the Benue State Civil Service
from a Clerical Assistant on grade level 03/1 in August 1981
to a Legal Officer on grade level 10/2 in 1994 and voluntarily
left service in October 1995 to start private law practice.
In between 1981 – 1994, I served as an Assistant Registrar
Litigation on grade level 06/1 and eventually rose up to the
Rank of Principal Registrar iv on grade level 08/1 in 1994.
I was elected Benue State Vice Chairman of the Nigeria Civil
Service Union (NCSU) in 1987 and ended up as the Ag. State
Chairman from 1988 – 1989 where I formulated and pursued
to approval and implementation by Governor Col. Fidelis
Makka the policy whereby every MDA makes a casket for and
convey the corpse of its decease staff member to the place of
burial and the provision of 6 months salary to the deceased
immediate family by such MDA to augment the family burial
expenses.

As a lawyer I have been involved in major legal defences and
prosecution across Nigeria, in all the strata’s of court in
Nigeria I am particularly pained where injustice is being
metted out to a person or community and have successfully
taken up most of such cases free of charge.
I have been in leadership positions at every stage of my life
especially in Christian group settings from 1988 uptil date.

5. KEY AREAS OF LITIGATION INTEREST
Key areas of litigation interest in which we have been involved
over the years for several of our clients include Litigation, Legal
Consultancy, Labour, Arbitrations and Recoveries. Prominent
among the cases I have handled so far include; the recovery of
money for the Central Bank of Nigeria during the failed banks.

Tribunal at Abuja in 1998 in the case of FRN –VS- DIRECTORS
OF BULLION TRUST FINANCE LTD. I also recovered money for
Livestock Feeds Plc. in Jos and Bauchi between the year
2000–2001. I have handled Election Petition defences for
Independent National Electoral Commission (INEC), in
Adamawa State which included that of the Governorship
Petition at both the Tribunal and the Court of Appeal – Jos, in
the year 2003 and in year 2007 in Taraba State.

Beside the foregoing matters, I have also handled the take-
over by S. M. NGUROJE NIGERIA LIMITED of the Unilever Tea
Factory/Plantation at Maisamari – Gembu in Taraba State
between April–June, 2003. I was also appointed as External
Solicitor to the Industrial Training Fund (ITF) for the Maiduguri
and Yola Area offices between 2006–2007.
I have also handled major criminal defences such as the
defence of ALHAJI DANTSOHO ALHASSAN (The alleged major
dealer in Canabis Sativa in Adamawa State) before the Federal
High Court, Yola in year 2011, I have successfully handled in
both Adamawa State High Court and the Federal High Court
Abuja, defences of persons charged by the EFCC for various
offences, such as; FRN –VS- M.M. MUTFWANG & ORS. (FHC-
Abuja), FRN –VS- IBRAHIM MAGAJI & 1 OR; (FHC-Yola) FRN
–VS- JOHN MANASSA (ICPC) FHC-Yola.
Recently I have successfully led the crusade for the correction
of illegal and unprocedural conduct of Government
Business by instituting several public interest litigations
against Benue State Government and the Federal Government
and her agencies before the Benue State High Court and the
Federal High Court Abuja and Makurdi.
INNOCENT DAA’GBA ESQ. is a retired Civil Servant, a labour
Union Leader of repute and Lawyer of Twenty Five (25) years
post call experience, who works with other Legal Practitioners
in his Yola and Abuja Offices, who has received personal
commendation for exemplary practice by both the Supreme Court and the Court of Appeal, Abuja in the case of
A.G BENUE STATE –VS- HON. MUSA UMAR & ORS (Supreme
Court, 2008) and TERNA TSOKAR –VS- FIRST GENERATION
HOMES SAVINGS AND LOANS LTD (Court of Appeal, Abuja
2011).
